Chicago board approves largest school closing

CHICAGO (Reuters) - The Chicago Board of Education voted on Wednesday to close 50 schools - including about 10 percent of all elementary schools - in the largest mass school closing in the nation.

The closings in mainly Hispanic and African-American neighborhoods have drawn protests by parents and teachers union leaders who say the closures will expose children to greater gang violence in a city that recorded 506 murders in 2012.

The Chicago Teachers Union, which has clashed with Mayor Rahm Emanuel over other school issues and held a seven-day strike last fall for better pay and conditions, accused the city of racial discrimination in federal lawsuits filed last week.

A raucous meeting, with three hours of emotional speeches from parents, teachers and aldermen, ended in a quick vote approving every recommended closure, which is expected to save the district $867 million over 10 years.

The union blasted Emanuel, who appointed the school board and supports the school closings.

"Closing schools is not an education plan. It is a scorched earth policy," teachers union chief Karen Lewis said.

Officials at the nation's third-largest school district have defended the proposed closings, saying they were necessary to help the district reduce a $1 billion budget deficit and to better distribute resources. The officials have promised displaced students will be sent to better-performing schools with amenities such as air conditioning, libraries and upgraded facilities.

U.S. urban school districts have been grappling with declining enrollment, and 70 cities have closed schools over the past decade, averaging 11 per district, according to the National Education Association, a labor union for school teachers. Washington, D.C., closed 23 schools in 2008 and plans to close 15 more over the next two years.

PROTESTERS REMOVED BY SECURITY

Emanuel acknowledged that the closings were "incredibly difficult."

"More hard work lies ahead, but I am confident that together with teachers and principals, engaged parents and community support, our children will succeed," Emanuel said in a statement.

Board member Andrea Zopp said that she has been moved by the passion of the protests, but the system needed to be fixed. The district says the targeted schools are underutilized, and that the city's number of school-age children has declined by 145,000 in the last decade.

"We have to fix our schools and in order to do that we cannot continue to operate when we have too many schools for the number of students we have," Zopp said. "We have to act. We cannot wait another year."

Some speakers at the meeting wept, one prayed, and a few shouted insults at board members and Chief Executive Barbara Byrd-Bennett.

Several protesters had to be physically removed from the board room by security.

Several speakers urged the school board to wait a year on closings, to better study the repercussions on safety and academics.

"Substantial research shows that closing schools and moving students increases the dropout rate and the incidence of street violence," said Alderman Bob Fioretti.

Fueling union anger over the closings in Chicago is the expansion of publicly funded, but mostly non-union charter schools. The number of charter schools has risen even as neighborhood public schools are closed.

Chicago has promised a five-year moratorium on school closings, following this year.

Rubber bullets fired at South African mine strikers, several hurt

CAPE TOWN (Reuters) - Ten striking South African miners were taken to hospital on Tuesday after being hit by rubber bullets, police said, as labour strife spread ahead of mid-year pay negotiations.

As well as the violence at a chromium mine, the National Union of Metal Workers of South Africa (NUMSA) said it wanted a 20 percent industry-wide salary rise after a two-day stoppage at a Mercedes-Benz plant in East London.

"If our demands are not met we will have no option but to go to the streets," union treasurer Mphumzi Maqungo told Reuters. The union, which has 230,000 members, issued the same demand to state power utility Eskom.

The events underscored the fragility of labour relations in Africa's biggest economy since last year's mine unrest in which at least 50 people were killed - including 34 shot dead by police at Lonmin's Marikana platinum mine.

The rand plunged beyond 9.50 to the dollar for the first time since early 2009, extending its two-week slide, after police said security guards had fired rubber bullets at stone-throwing wildcat strikers at a chrome mine near the town of Rustenburg, 120 km (70 miles) northwest of Johannesburg.

The mining firm, Germany's Laxness, said the guards had fired rubber bullets into the ground in self-defence and contradicted the police tally, saying only two miners had been hit and three more injured in the commotion.

With economic growth this year forecast at less than 3 percent, Finance Minister Pravin Gordhan urged the government, unions and employers to avoid turmoil in mid-year wage rounds known as "strike season".

CONFIDENCE

"If we do not resolve our labour relations challenges, we will be losers. We will see deteriorating confidence, job losses and business failures," Gordhan told parliament in Cape Town.

In previous years, unions have started the bargaining process with lofty wage demands that are then whittled down to something slightly above inflation, now around 6 percent.

However, the usual dance between workers and management has been upset by a vicious turf war between mining unions that spilled over into deadly violence last year.

Last week, Lonmin suffered a wildcat walkout at Marikana after a gunman shot dead a union official in a bar and the National Union of Mineworkers said it would push for a pay rise of 60 percent for some categories of miner.

South Africa's carmakers saw minor labour disruptions in 2012 but investors fear a repeat of the wage-related strikes that crippled the sector two years previously as the economy was struggling to shrug off a 2009 recession.

Car industry bosses dismissed NUMSA's demands, setting the stage for a showdown when a three-year wage deal worth around 10 percent a year expires at the end of next month.

"It is common cause that the employers will not settle at 20 percent," said Thapelo Molapo, chairman of the Automobile Manufacturing Employers' Organisation.

The rand's 6 percent slide in two weeks is likely to stoke inflation and has killed any hopes of a growth-boosting interest rate cut from a central bank policy meeting on Thursday.

The currency has suffered its longest run of losing sessions since June 2008, when Eskom had to impose rolling blackouts.

The power cuts cost billions of dollars in lost output but, with the southern hemisphere winter closing in and demand climbing, the utility admits it may have to flick the switch once more to prevent the system tripping out.

Rising prices, union turmoil and a limping economy could yet damage the African National Congress in an election due early next year, although there is little chance that it will lose its outright majority in parliament.

LOS ANGELES (Reuters) - Ray Manzarek, a founding member and keyboardist of 1960s rock group The Doors, died on Monday at age 74 , the group's manager said.

Manzarek died in Rosenheim, Germany, following a battle with bile duct cancer, the band said in a statement.

Murray Lipp: Public Protests and Pride Parades: The Power of Participation

2013-05-18-doma200.jpgAs we move through life we each leave a legacy, a personal imprint on the world. For me, an increasingly important and meaningful part of my personal story is my engagement in LGBT activism and my participation in LGBT cultural events.

I have attended four LGBT-related public protests in recent months and I am eagerly awaiting the 2013 LGBT pride parade season in New York City. Both types of events -- protests and parades -- are very empowering ways in which to participate in society and help effect societal change.

One of the defining characteristics of the LGBT community is our resilience and refusal to accept oppression. We're also known for our capacity, as a community, to put on a grand party when the situation demands it. Public protests and pride parades, respectively, play a key role in challenging discrimination against LGBT people and celebrating LGBT diversity.

Public Protests (Same-Sex Marriage in New York)

2013-05-18-protest200b.jpgA public protest is a form of direct action whereby a group or community of people comes together, in a public manner, to express opposition or discontent about some type of unsatisfactory or unjust situation. While the aim is to communicate a message to the broader public about a given topic or issue, there is also the hope that this engagement with society will lead to positive social change.

From the historic Stonewall 'uprising' in New York City in 1969, to the HIV/AIDS protests in the 1980s/90s, through to the marriage equality rallies across the USA in 2013, the LGBT community in America has a long and rich history of publicly advocating for societal change. Through protests and collective action, the private and individual experience of discrimination is given a very necessary public stage. When the same 'private troubles' are experienced by a mass of individuals, such problems become 'public issues' requiring group level intervention (see C.Wright Mills and The Sociological Imagination). Discrimination against LGBT people is a prime example.

My foray into LGBT-activism was in 2009 in New York when efforts were being made to legalize same-sex marriage. While I had started an online campaign to promote the legalization of gay marriage in New York, I decided I also needed to participate in direct action events or 'real-world' (organic) activism as I call it. I wanted to connect with others in a more human way -- not just online -- and I wanted to be able to document these experiences for those who couldn't or wouldn't participate.

So I began attending LGBT-related political rallies in New York and started taking photos of what I saw at these events. From Equality & Justice Day 2009 in Albany lobbying state politicians, to marriage equality rallies in Queens and Manhattan, I started to get a sense of how significant and important these events were in exerting influence over broader society. While same-sex marriage was not legalized in 2009, these collective and direct action efforts certainly paved the way for future change.

By the time 2011 arrived, New York had been primed for the legalization of same-sex marriage. Various protests and rallies were held by pro-marriage equality advocates in the months leading up to the successful vote in the New York legislature in June 2011. Looking back on that period it is with a sense of satisfaction that I can say I participated in a number of these. I attended Equality & Justice Day 2011 in Albany, I photographed a rally against an anti-gay politician in Brooklyn, and I participated in two marriage equality rallies in Manhattan (Stonewall Inn rally, Union Square rally).

Public Protests (National Marriage Equality and Other LGBT Issues)

2013-05-18-nem.jpgMy experiences with real-world activism in New York in 2009 were accompanied by a growing desire to participate in societal change at a more national level. Attending the National Equality March 2009 was an inspirational experience in this regard. Marching together with thousands of LGBT people and our allies from all across the country in a united voice against LGBT-related discrimination was empowering and exhilarating.

After participating in New York City's inspiring 'End DOMA' rally in March 2013, I became aware of an intense desire to participate in the Supreme Court rallies that had been planned for later that month to coincide with the Prop 8 and DOMA hearings. I attended the March 27 DOMA rally in Washington DC and it was indeed an amazing experience. I will never forget the joy and exhilaration of being amongst the cheering crowd that greeted Edie Windsor (DOMA complainant) when she emerged from the Supreme Court after the hearing (see my video tribute to Edie Windsor here).

More recently, in recognition of the fact that marriage inequality is not the only issue that negatively impacts LGBT people, I've attended two protests relating to other forms of LGBT discrimination. In early May 2013 a group of LGBT Catholics and allies engaged in a vigil outside St. Patrick's Cathedral in New York City in protest of Cardinal Timothy Dolan's suggestion that LGBT people should wash their hands before entering a Catholic Church. As an observer I was on hand to photograph and document this action. This past week, in response to anti-gay violence in New York City, I attended the 'Take Back the Night' rally in Manhattan joining together with other New Yorkers in condemning homophobic abuse.

Participating in public protests and direct action efforts are not for everyone, however. LGBT people who are not 'out' to friends and family are highly unlikely to attend such events due to the potential public exposure. Others cannot break away from commitments and responsibilities such as work and family. There are also those of course who simply have no interest in participating in these types of societal actions. As someone who has the capacity and the desire to participate, I now increasingly feel a personal obligation to do so -- not only to show my personal support for these causes but to photographically document these events for those who cannot or will not attend.

Pride Parades (New York City)

2013-05-18-pride200.jpgIt's not just protesting and rallying, however, that the LGBT community has developed particular skill in. With roots in the 1969 Stonewall movement, LGBT pride parades are now held annually in various cities across America, all aiming to celebrate and honor the diversity and validity of LGBT identities and culture. While protests have as their starting point a need and desire to challenge something unacceptable (e.g. discrimination), parades have as their starting point a wish to celebrate something positive (e.g. human diversity).

Some people question the necessity of LGBT pride parades and reference the fact that there aren't 'straight pride parades.' Indeed, there would be no purpose for the latter because straight people are not an historically oppressed minority group. Straight people, as a group, are not subjected to violence and oppression the world over simply for being 'straight.' We live in a society which to a large extent remains structured around the erroneous assumption that all people are straight. Slowly, that is changing. It's fair to say, however, that in many places around the world each day still seems like one massive 'straight pride parade' in which the lives and culture of LGBT people are seldom featured or reflected.

In this sense LGBT pride parades aim to empower LGBT people by, firstly, acknowledging our very existence and, secondly, by celebrating our diversity and culture. Such parades are not an effort to promote separatism or to communicate any degree of superiority or inferiority. They aim simply to validate and celebrate a group of people who have historically been demonized by broader society.

My own personal experience of participation in LGBT pride parades began in 2011. Despite having lived in New York City for nearly four years by that point, I had not once attended a pride parade. With my growing interest in political activism and photography, however, I hit the pride parade scene in June 2011 and what a blast I had. It started with Queens, then Brooklyn, and then the biggest one of them all, the Manhattan pride parade. A month later, in July 2011, I was present outside the NYC Office of the City Clerk to photograph the first group of same-sex couples issued marriage licenses in NYC, a day which itself became an impromptu 'pride parade' and cultural celebration.

In 2012, hooked from the previous year's participation in pride parades, I repeated the Queens, Brooklyn and Manhattan trifecta taking hundreds of photos in the process and sharing them online across the Gay Marriage USA Facebook network.

While right-wing anti-gay conservatives hysterically argue that LGBT pride parades are simply an effort to promote some kind of 'deviant sexual lifestyle,' the truth is something very different. While pride parades feature a collection of characters in outlandish costumes who dress-up intentionally for the occasion, they also feature the participation of regular LGBT folks wearing regular clothes honoring their regular lives. Like any community or group of people, we (LGBT people) are a mixed one that incorporates the mild to the extreme and everything in between.

Participation, Photography, and History

2013-05-18-pride200b.jpgAs direct action efforts advocating for the legalization of same-sex marriage continue across the country, and as the LGBT pride parade season looms on the horizon, I encourage those LGBT people who have never participated in a public rally or a pride parade to seriously consider doing so. There is something particularly powerful and meaningful about participating in these public events that literally do have the potential to change society and to change lives.

I agree that online activism is fueling a rapid change in attitudes about LGBT rights and helping to fast-track the path toward full equality, and I will continue to engage in it via Gay Marriage USA. On the other hand, our daily lives are becoming so heavily impacted by social media and online activities that sometimes it's easy to forget about the 'real world' out there, that one that has streets and people and noises and aromas.

We must continue to recognize the importance of real-world public protests and pride parades in helping to shape society in ways which ultimately benefit us all. In that regard, I will continue to find meaning and satisfaction in attending and photographing these events and playing my small part in helping to effect historic social changes. Helping to create a world which is kinder to LGBT people has become an important part of my life story and my contribution to society.

LG's got quite a bit in store for us this week at SID's annual display exhibition in Vancouver. In addition to that 55-inch curved OLED TV we first heard about last month, the company will be demonstrating a very nifty 5-inch OLED panel. Created for mobile devices, the display is constructed of plastic, making it both flexible and unbreakable -- certainly a welcome quality when it comes to smartphone design.

"We hope that this government will finally start listening to us because we are losing our patience," said?Enzo Bernardis, who joined the sea of protesters waving red flags and calling for more workers' rights and better contracts.

Less than a month in power, Letta is trying to hold together an uneasy coalition between his centre-left?Democratic party?and the centre-right People of Freedom, led by former prime minister?Silvio Berlusconi.

Confidence in the government, cobbled together after inconclusive elections, is already falling, with one poll on Friday by the SWG institute showing its approval rating had dropped to 34 percent from 43 percent at the start of the month.

"We can't wait anymore" and "We need money to live" were among slogans on banners held up by the crowds.

Letta promised to make jobs his top priority when he came to power in April after two months of political deadlock. But several protesters complained he was not sticking to his vow, focusing instead on a property tax reform outlined this week.

Union leaders said he needed to shift away from the austerity agenda pursued by former Prime Minister?Mario Monti, who introduced a range of spending cuts, tax hikes and pension reform to shore up strained public finances.

"We need to start over with more investment. If we don't restart with public and private investments, there will no new jobs," said?Maurizio Landini, secretary-general of the left-wing metalworkers union Fiom.

Italy?is stuck in its longest recession since quarterly records began in 1970, and jobless rates are close to record highs, with youth unemployment at around 38 percent.

Other protesters were pessimistic that Letta's fragile government would be able to take effective action.

"This government will last a very short time," said demonstrator?Marco Silvani. What we need is a new leftist party that fights for the rights of the people," he said.

Exclusive: EU cites Chinese telecoms Huawei and ZTE for trade violations

NEW YORK (Reuters) - Europe's top trade official for the first time late on Friday officially cited Chinese mobile telecommunications equipment makers Huawei and ZTE Corp for violating anti-dumping and anti-subsidy guidelines.

European Union Trade Commissioner Karel De Gucht said he was prepared to launch a formal investigation into anti-competitive behavior by these Chinese companies in order to protect a "strategic" sector of Europe's economy.

"Huawei and ZTE are dumping their products on the European market," De Gucht told Reuters in an exclusive interview before engaging with U.S. businesses as part of his preparations for negotiating a Transatlantic free trade pact with the United States. Those talks are expected to begin in July.

An investigation now into sales practices of Chinese telecoms equipment companies would open up a new front in a multibillion-euro trade offensive against a critical partner.

The EU is China's most important trading partner, while for the EU, China is second only to the United States. Chinese exports of goods to the 27-member bloc totaled 290 billion euros ($372 billion) last year, with 144 billion euros going the other way.

Cheap capital for these Chinese companies "creates a distorted playing field and that is what this is about," De Gucht said, referring to Huawei and ZTE, respectively the world's No. 2 and No. 5 telecom equipment makers.

Huawei denied it had broken any rules.

"In Europe and in all markets, Huawei always plays fair and we win business and trust from our customers through our innovative technology and quality service, rather than via pricing or subsidies," the company said in a statement e-mailed to Reuters.

Separately, the official China Daily quoted Huawei's Western Europe president Tao Jingwen as saying that the firm's rivals were blaming the company for their own failures.

"Some European companies have blamed Chinese companies for their losses, but sometimes they were caused by their own laziness," Tao said in a report carried before the publication of De Gucht's remarks.

ZTE could not be reached immediately for comment, but the company has also in the past denied benefiting from illegal state support.

A STRATEGIC PAUSE

De Gucht's office on Wednesday said an investigation was prepared but put on hold. At the time no companies were officially named. The pause is to allow further negotiations with China in hopes for a resolution.

"We have already had three rounds of negotiations on that, but without any satisfactory outcome," he said.

"I think it is better for the whole world economy and trade that these two big trading partners come to an amicable solution on what is in fact a very strategic and crucial sector. But you need two to tango and we have the necessary resolve to go for it if necessary," he said.

China responded on Thursday, threatening the EU with retaliation.

European telecom equipment makers have not made any complaints for fear of Chinese reprisals. Therefore if the EU makes the case, it does so for the first time on its own initiative, known as ex-officio. European manufacturer Ericsson is the global leader with a 35 percent market share. It said it opposed the Commission's move.

"I don't want to elaborate on what could be the sanctions... Everybody knows. The Chinese know our procedures as well as we do. They are very well aware of what is in our toolbox," De Gucht said.

China exports network equipment, base stations and connections used by telecom providers to transmit voice and data messages worth more than 1 billion euros a year to the EU, giving it almost a quarter of the market.

Meanwhile, De Gucht would not comment on whether he will go ahead with imposing punitive import duties on 21 billion euros worth of imported Chinese solar panels. The European Commission agreed to his proposal for a 47 percent tariff, which he can formally declare on June 6 if it is published in the EU's Official Journal.

AT THE MOVIES

While Europe battles with China over trade, given 18 out of 31 ongoing trade investigations are with Beijing, De Gucht said he is eager for talks to start with Washington on a trade pact focused on making each other's regulations more compatible.

"The most important part of that agreement, because it would be a real game-changer, is the regulatory (component)," he said.

The EU and the United States account for nearly half of the world's economic output and 30 percent of trade, with goods and services worth $2.7 billion traded bilaterally every day. Those figures were released in February when the two sides announced they would launch bilateral trade talks.

However U.S. President Barack Obama's pick for the U.S. Trade Representative cabinet post, Mike Froman, has yet to be confirmed. Froman is the White House chief international economic affairs advisor, a job he has held since Obama took office in 2009.

Ahead of the talks France has already pushed to exclude from negotiation the movie and television industries.

France has long defended a "cultural exception" in trade affairs in what it sees is a need to protect European arts from Hollywood-driven market forces.

According to the latest data from the Motion Picture Association of America, U.S. film and television services exports in 2010 were $13.5 billion, down 2 percent from 2009 but up 6 percent over 2006.

De Gucht said the EU would not put on the table "a cut to the subsidies for European film producers." Instead, for the first time, he is arguing the audiovisual sector should be included so European businesses could benefit from developments in the digital media sphere.

"What we would prefer not to have is a carve out of the whole sector and I hope that we can manage to do so."

O.J.'s ex-lawyer contradicts his testimony on guns

LAS VEGAS (AP) ? O.J. Simpson's former lawyer defended himself point-by-point Friday against allegations he botched the former football star's armed-robbery trial, after giving damaging testimony that Simpson actually knew his buddies had guns when they went to a hotel room together to reclaim some sports memorabilia.

Miami-based attorney Yale Galanter quickly found himself under withering cross-examination from a Simpson lawyer intent on proving that Galanter's word couldn't be trusted ? that he knew ahead of time of Simpson's plan and spent more effort covering up his involvement than representing Simpson.

The weeklong hearing concluded late Friday with Clark County District Judge Linda Marie Bell telling attorneys she will issue her decision in writing. She didn't specify a date.

Simpson was returned to prison custody. His attorneys, Patricia Palm and Ozzie Fumo, said they were optimistic that the judge would grant a new trial.

"I just think the evidence of his claims is overwhelming," Palm said.

Galanter took the stand as the state's star witness in a hearing on Simpson's claim that he was so badly represented at trial and on appeal that his conviction should be thrown out.

He spent most of the day on the defensive, with Simpson lawyer Tom Pitaro grilling him with accusations and pointed questions.

"Mr. Simpson never told me he was going to go to the Palace (Station) hotel with a bunch of thugs, kidnap people and take property by force," Galanter said at one point. "To insinuate I, as his lawyer, would have blessed it is insane."

Galanter conceded at one point that Simpson's conviction was his responsibility.

At another point, he conceded that he "misspoke" when he told the trial judge, Jackie Glass, that crucial audio recordings had been carefully analyzed by experts.

"Clearly I misspoke," Galanter said as Pitaro bored in. "I would never, ever ... I would just never intentionally mislead a judicial officer or a lawyer. I'm falling on that sword."

Galanter denied giving Simpson the go-ahead to retrieve the photos and footballs he believed had been stolen from him. He denied keeping Simpson in the dark about offers of plea deals that carried only a few years in prison. He said his client agreed all along with the decision not to put him on the stand to testify at his trial.

And he disputed Simpson's testimony from earlier this week when the former NFL star said he didn't know anyone in the hotel room had guns.

"When you look at the entire trial, I don't think I could have fought harder, done more," Galanter said. "I put every ounce of blood, sweat and soul into it."

At another point, he said: "Simpson brought a lot of baggage into the courtroom. It's not like the 12 jurors didn't know he was accused of murder and acquitted."

Simpson, 65, was found guilty in 2008 of kidnapping and armed robbery over the hotel room episode and was sentenced to nine to 33 years in prison. The conviction came 13 years to the day after his "trial of the century" acquittal in Los Angeles in the murders of his ex-wife and a friend of hers.

Galanter testified that Simpson confided to him that he had asked two men to bring guns to the hotel room in September 2007, and "he knew he screwed up."

On the stand, Galanter brought up the guns only after he paused and was reminded that Simpson had waived attorney-client privilege. "I'm very uncomfortable doing this," he said.

Testifying about events leading up to the incident, Galanter said he was surprised when Simpson told him over dinner in Las Vegas that he and several other men were planning a "sting" the next morning to take back the mementos.

Galanter said he advised Simpson not to take matters into his own hands: "I said, 'O.J., you've got to call the police.'"

Simpson testified that Galanter advised him that he was within his rights to retrieve the items, told him not to testify at the trial, and failed to tell him prosecutors had offered plea bargains.

During questioning about how much Galanter was paid for the case, the judge asked Pitaro where he was going with his questions.

"What Mr. Galanter has done is, this man has received over a half-million dollars and has put his interest, his financial interest, above the interest of his client," Pitaro said.

Galanter insisted he told Simpson at least three times that prosecutors discussed plea bargains. He said Simpson rejected them.

Simpson said, "No deal. No way," to an offer from the district attorney of five to seven years in prison, Galanter said. Later, during the trial, Simpson turned down a better offer, Galanter said.

"I went out in the hall and said to O.J., 'There is an offer of two to five.' He said, 'See if they will take a year,'" Galanter testified. "I discussed a year with them, and they said no and the trial went on."

If Simpson succeeds in getting his conviction thrown out, prosecutors will have to decide whether to retry him or offer a plea bargain. If he loses, he will be sent back to prison and will probably appeal. He will be 70 before he is eligible for parole.

Drones are cheaper and more powerful. In US, that's a problem, lawmakers told

With much of Capitol Hill riveted by IRS audits, AP phone records, and Benghazi e-mails, top US scholars gathered to testify in a little-watched congressional hearing Friday about the growing threat the use of drones in US airspace may pose to civil liberties.

They warned that unmanned aircraft carrying cameras raise the specter of a ?significant new avenue for surveillance of American life,? as Christopher Calabrese, legislative counsel for the American Civil Liberties Union, characterized it for lawmakers Friday.

?Many Americans are familiar with these aircraft ? commonly called drones ? because of their use overseas in places like Afghanistan and Yemen. But drones are coming to America,? he said.

Recent legislation requires the Federal Aviation Administration to ?develop a comprehensive plan to safely accelerate the integration of civil unmanned aircraft systems into the national airspace system.?

At the same time, the technology ?is quickly becoming cheaper and more powerful,? which has accelerated interest in deploying drones among police departments, Mr. Calabrese pointed out in testimony before the House Judiciary Subcommittee on Crime, Terrorism, Homeland Security, and Investigations.

The problem, he warned, is that ?our privacy laws are not strong enough to ensure that the new technology will be used responsibly and consistently with constitutional values.?

So as drones proliferate, so too does the ?specter of routine aerial surveillance in American life,? he argued, ?a development that would profoundly change the character of public life in the United States.?

Is it really that dire, though, lawmakers wondered? After all, police departments in major metropolitan areas routinely use manned helicopters to search for criminals on the run, launch rescue operations, and fight wildfires.

What?s more, these manned aircraft are routinely equipped with far more powerful cameras than domestically-used drones.

?Drones can be employed in an endless variety of civilian applications, the overwhelming majority of them beneficial,? noted John Villasenor, a fellow in government studies at the Center for Technology Innovation at the Brookings Institution, in testimony before the committee.

Plus, in a time of fiscal constraint, drones are cheaper. For instance, after trying for months to cobble together enough money to buy a $25 million turbine engine helicopter, the Grand Forks, N.D., police department ultimately turned to drones as a lower-cost alternative.

But the low-cost of drones may also be part of the problem, Calabrese argued. In the past, because manned aircraft are costly to buy, operate, and maintain, ?this expense has always imposed a natural limit on the government?s aerial surveillance capability,? he said.

Now, the prospect of cheap, small drones equipped with video surveillance ?threatens to eradicate existing practical limits on aerial monitoring and allow for pervasive surveillance, police fishing expeditions, and abusive use of these tools in a way that could eventually eliminate the privacy Americans have traditionally enjoyed in their movements and activities,? he warned.

?Now that surveillance can be carried out by unmanned aircraft, this natural limit is eroding.?

Factbox: Key players in the IRS scandal

WASHINGTON (Reuters) - Three congressional committees and the Department of Justice are investigating the Internal Revenue Service's scrutiny of conservative groups seeking tax-exempt status as the scandal distracts from President Barack Obama's second-term agenda.

Below are some of the major players in the backlash over the IRS paying extra attention to advocacy groups whose names included terms such as "patriot" or "Tea Party" when considering applications for tax-exempt status.

* Steven Miller - The acting head of the Internal Revenue Service while the scandal unfolded. He was fired from the post on Wednesday after an internal IRS report found that poor management, and not partisan politics, led to an "inappropriate" focus on conservative groups starting in 2010. The IRS has acknowledged Miller knew about the targeting of conservative groups in 2012 but did not disclose the practice. He was the former deputy IRS commissioner for services and enforcement and had been at the agency for more than 25 years.

At a House of Representatives hearing on Friday, Miller apologized for "foolish mistakes" made at the IRS and said they resulted from a heavy workload. He leaves the agency in June.

* Douglas Shulman - IRS commissioner before Miller took over in the acting capacity in November 2012. A Democrat, he was appointed to the post under Republican President George W. Bush in 2008.

In March 2012, Shulman told lawmakers that IRS personnel applied no extra scrutiny to conservative groups, although the new report from the Treasury Inspector General for Tax Administration (TIGTA) said that Miller knew of the targeting as early as March 8, 2012.

Congressional leaders sent letters to Shulman inquiring about IRS targeting as early as June 2011. According to the inspector general, the IRS's Determinations Unit began targeting conservative groups in March or April of 2010.

* Danny Werfel - the White House budget official selected by Obama to replace Miller as acting IRS chief on May 22.

The Obama administration's point man in overseeing the "sequestration" budget cuts, he will now tackle the IRS scandal.

* Lois Lerner - director of the IRS's tax-exempt division who broke the news of the scandal on May 10 at an American Bar Association function when she publicly apologized for the discriminatory practices. The admission came just days after she testified in Congress but did not mention it. According to the inspector general, Lerner learned about the targeting as early as June 29, 2011.

Lawmakers have called for her removal from the IRS.

Miller on Friday acknowledged that the scandal-exposing question-and-answer session had been planned.

* Joseph Grant - IRS acting commissioner of tax exempt/government entities division at the center of the scandal. On Thursday he announced plans to retire on June 3 after joining the IRS in 2005. He took over the reins of the tax exempt division in late 2010 and Lerner worked under him.

* Sarah Hall Ingram - Preceded Grant as head of the IRS's tax-exempt division when the targeting of conservative groups began. Since December 2010, she has headed up the IRS division handling Obama administration's healthcare reform.

* William Wilkins - IRS chief counsel who is an Obama political appointee. He is the top legal adviser and takes the lead on all litigation involving the IRS. His office, although not necessarily Wilkins personally, knew of the targeting as early as August 2011, according to TIGTA. The IRS said Wilkins did not participate in the August 2011 meeting, which the agency said involved "staff attorneys several layers below Wilkins."

* J. Russell George - Treasury Department inspector general for tax administration. Investigated the complaints against the IRS and issued the public report on targeting of conservative groups. The IRS is an arm of the Treasury Department and lawmakers at the hearings are scrutinizing George for not issuing warnings about the practice earlier.

* IRS's Cincinnati field office employees - oversaw the reviews of tax-exempt applications. According to TIGTA, the Ohio unit set its own criteria for checking tax-exempt groups in the absence of clear guidance from more senior officials.

Republican lawmakers have named five workers they hope to bring in for questioning: Holly Paz, Washington-based director of rulings and agreements for the tax exempt division; Greg Muthert, a veteran Cincinnati office worker; Joseph Herr and Elizabeth Hofacre, who were cited by some Tea Party groups as handling their tax-exempt applications; and John Shafer, whom lawmakers described as "screening group manager."

A congressional aide said the five workers were chosen based on a timeline from the TIGTA report that listed the job roles involved in the activity. It was unclear whether these employees had any role in any wrongdoing.

* President Barack Obama - has said he was not aware of the ongoing practice, calling it intolerable and inexcusable. His Press Secretary Jay Carney said the White House Counsel was notified of the IRS's targeting during the week of April 22.

Obama has appeared multiple times in public to condemn the IRS's actions and has promised to cooperate with congressional investigations and a Justice Department probe, but he has not demanded a special prosecutor look into the allegations.

* Representative Dave Camp - Republican chairman of the House Ways and Means Committee that is investigating the matter. On June 3, 2011, he sent a letter to then-Commissioner Shulman, inquiring about IRS targeting of taxpayers who donated to conservative groups and audits of tax-exempt organizations. The IRS then halted reviews of any tax-exempt groups but never addressed targeting concerns.

* Representative Darrell Issa - Republican chairman of the Oversight and Government Reform Committee also conducting an investigation. He is seeking interviews with five IRS employees to learn more about the tax-exempt reviews.

* Senator Max Baucus - Democratic chairman of the Senate Finance Committee, who said his tax code revamp will examine rules for nonprofit group's political activities in hopes of preventing such scandals in the future.

Brain makes call on which ear is used for cell phone

May 16, 2013 ? If you're a left-brain thinker, chances are you use your right hand to hold your cell phone up to your right ear, according to a newly published study from Henry Ford Hospital in Detroit.

The study -- to appear online in JAMA Otolaryngology-Head & Neck Surgery -- shows a strong correlation between brain dominance and the ear used to listen to a cell phone. More than 70% of participants held their cell phone up to the ear on the same side as their dominant hand, the study finds.

Left-brain dominant people -- who account for about 95% of the population and have their speech and language center located on the left side of the brain -- are more likely to use their right hand for writing and other everyday tasks.

Likewise, the Henry Ford study reveals most left-brain dominant people also use the phone in their right ear, despite there being no perceived difference in their hearing in the left or right ear. And, right-brain dominant people are more likely to use their left hand to hold the phone in their left ear.

"Our findings have several implications, especially for mapping the language center of the brain," says Michael Seidman, M.D., FACS, director of the division of otologic and neurotologic surgery in the Department of Otolaryngology-Head and Neck Surgery at Henry Ford.

"By establishing a correlation between cerebral dominance and sidedness of cell phone use, it may be possible to develop a less-invasive, lower-cost option to establish the side of the brain where speech and language occurs rather than the Wada test, a procedure that injects an anesthetic into the carotid artery to put part of the brain to sleep in order to map activity."

He notes that the study also may offer additional evidence that cell phone use and tumors of the brain, head and neck may not necessarily be linked.

Since nearly 80% of people use the cell phone in their right ear, he says if there were a strong connection there would be far more people diagnosed with cancer on the right side of their brain, head and neck, the dominant side for cell phone use. It's likely, he says, that the development of tumors is more "dose-dependent" based on cell phone usage.

The study began with the simple observation that most people use their right hand to hold a cell phone to their right ear. This practice, Dr. Seidman says, is illogical since it is challenging to listen on the phone with the right ear and take notes with the right hand.

To determine if there is an association between sidedness of cell phone use and auditory or language hemispheric dominance, the Henry Ford team developed an online survey using modifications of the Edinburgh Handedness protocol, a tool used for more than 40 years to assess handedness and predict cerebral dominance.

The survey included questions about which hand was used for tasks such as writing; time spent talking on cell phone; whether the right or left ear is used to listen to phone conversations; and if respondents had been diagnosed with a brain or head and neck tumor.

It was distributed to 5,000 individuals who were either with an otology online group or a patient undergoing Wada and MRI for non-invasive localization purposes.

On average, respondents' cell phone usage was 540 minutes per month. The majority of respondents (90%) were right handed, 9% were left handed and 1% was ambidextrous.

Among those who are right handed, 68% reported that they hold the phone to their right ear, while 25% used the left ear and 7% used both right and left ears. For those who are left handed, 72% said they used their left ear for cell phone conversations, while 23% used their right ear and 5% had no preference.

The study also revealed that having a hearing difference can impact ear preference for cell phone use.

In all, the study found that there is a correlation between brain dominance and laterality of cell phone use, and there is a significantly higher probability of using the dominant hand side ear.

Studies are underway to look at tumor registry banks of patients with head, neck and brain cancer to evaluate cell phone usage. Controversy still exists around a potential association of cell phone use and tumors. Until this is fully understood, Dr. Seidman advises using hands-free modes for calls rather than holding a phone up to the side of the head.

Sure, Mountain View may be bolstering its gaming efforts on mobile platforms and the web, but it's seen fit to give Google+ Games the pink slip. After June 30th, the game section on the titan's social network will go dark, but Page & Co. note that some titles will still be playable on other sites. Depending on developer support, folks who've turned hard-earned cash into in-game credits may still be able to spend unused coin during a grace period or when playing the same games through other websites. It's not entirely clear why Google is sunsetting the portal, but it could certainly be part of its grand plan to focus on fewer things.

Disgraced Cardinal to leave Scotland for penance-Vatican

VATICAN CITY (Reuters) - Disgraced Cardinal Keith O'Brien, who resigned as head of the Roman Catholic Church in Scotland after admitting to sexual misconduct, will leave his country for months of "prayer and penance", the Vatican said on Wednesday.

A brief Vatican statement did not say where O'Brien, once Britain's most senior Catholic cleric, was going, or spell out why he was quitting Scotland.

But it will be hoping the announcement draws a line under an affair that has added to a sense of crisis in the Catholic Church as it continues to deal with separate scandals over sexual abuse of children by priests.

The cardinal resigned as archbishop of St. Andrews and Edinburgh on February 25 after three priests and one former priest in Scotland complained about incidents of sexual misconduct dating back to the 1980s.

O'Brien initially rejected the allegations published in a British newspaper and said he was seeking legal advice. But he later apologized for the misconduct.

The Vatican said on Wednesday his departure had been decided "in agreement with the Holy Father," stopping short of saying if Pope Francis had ordered O'Brien to go.

O'Brien would leave Scotland for "several months for the purpose of spiritual renewal, prayer and penance," the Vatican added.

He would be leaving for the same reasons that he decided not to participate in the conclave that elected Pope Francis on March 13, the statement said, without going into further detail.

At the time, O'Brien said he had ruled himself out of the conclave to avoid focusing media attention on himself.

Earlier this month Scottish media reported that Catholic leaders in Scotland had asked the Vatican to take action against O'Brien because his continued presence there would cause further scandal.

When he apologized for unspecified acts of sexual misconduct with adults, O'Brien said he had "fallen below the standards expected of me as a priest, archbishop and cardinal".

He also promised he would play no further part in the public life of the church in Scotland.

"Any decision regarding future arrangements for His Eminence shall be agreed with the Holy See," the Vatican added.

O'Brien's temporary exile, self-imposed or not, makes him the most prominent Churchman to withdraw for "penance" since 2006, when Pope Benedict ordered Father Marcial Maciel, founder of the Legionaries of Christ order of priests, to retire to a life of "prayer and penitence".

Maciel had for years contested accusations that he had abused seminarians and young men but Benedict forced him out when a Vatican investigation concluded the allegations were true.

Maciel died in 2008 and a year later the Legionaries were forced to admit that he had led a double life. Apart from having abused seminarians, Maciel secretly fathered children with at least two women, used drugs, and misused donations.

Police: Suspect arrested in La. parade shooting

NEW ORLEANS (AP) ? The suspect in a Mother's Day parade shooting that left 19 people wounded in New Orleans was taken into custody Wednesday night, police said.

Akein Scott, 19, was arrested in the Little Woods section of eastern New Orleans, police department spokeswoman Remi Braden said. She said no additional details were available and would not be until Thursday morning.

Police previously said Scott had an arrest record involving drug and weapon charges.

Court records show some had been dropped but he was facing a felony charge of illegally carrying a weapon while in possession of a controlled dangerous substance. Scott was scheduled for a court hearing on motions related to that case Thursday. It was not immediately known whether he would be present for that hearing or whether it would be rescheduled.

Video released Monday showed a crowd gathered for the Sunday parade suddenly scattering in all directions, with some falling to the ground. They appear to be running from a man in a white T-shirt and dark pants who turns and runs out of the picture. Police said they identified the suspect from the surveillance camera images.

As many as 400 people had come out for the event. Officers were interspersed with the marchers, which is routine for such events. The crime scene was about 1.5 miles from the heart of the French Quarter.

Two children were among those wounded.

Gun violence has flared at two other city celebrations this year. Five people were wounded in a drive-by shooting in January after a Martin Luther King Jr. Day parade, and four were wounded in a shooting after an argument in the French Quarter in the days leading up to Mardi Gras. Two teens were arrested in connection with the MLK Day shootings; three men were arrested and charged in the Mardi Gras shootings.

U.S. wig-wearing 'spy' arrested in Russia

Novice spy gear. Cash. A recruitment letter. Bad wigs.

That's what Russia?s Federal Security Service counter-intelligence bureau said a supposed American spy was carrying when he allegedly tried to recruit a Russian agent for the U.S. Central Intelligence Agency.

Russian authorities said the man, identified as Ryan Christopher Fogle, was detained on Monday wearing a blond wig. They also said he had large sums of euros, a Boy Scout-style compass, three pairs of glasses, a flashlight, a map of Moscow and a typed contract offering $100,000 for future spy work.

?This is a down-payment from someone who is very impressed with your professionalism and who would greatly appreciate your cooperation in the future,? the letter, published by Russian news sites, reads. ?Your security means a lot to us. This is why we chose this way of contacting you. [W]e will continue to make sure our correspondent [sic] remains safe and secret."

The letter concludes: "We look forward to working with you in the nearest future. Your friends."

According to Russian officials, Fogle was a career agent whose cover was his role as third secretary of the political department of the U.S. Embassy in Moscow. Photos published by the Russia Today website showed a man, presumed to be Fogle, in a blue-checkered shirt, baseball cap and blond wig laying face down pinned to the ground. He was then was shown handcuffed inside an FSS office?without the blonde wig. Another photograph shows a table covered with Fogle's purported spy gear.

"The detainee was brought in the reception office of the Federal Security Service and after necessary procedures was handed over to the official representatives of the U.S. Embassy," the bureau said in a statement. "Recently American intelligence has made multiple attempts to recruit employees of Russian law enforcement organs and special agencies, which have been detected and monitored by Russian FSB counterintelligence."

The U.S. Embassy has yet to comment on the report.

According to The New York Times, Russia?s Foreign Ministry summoned U.S. Ambassador Michael McFaul to appear on Wednesday to respond to the espionage allegation.

The ambassador, Reuters noted, was holding a live Q&A session ("#AskMcFaul") on Twitter when news of the apparent arrest broke.

When was asked to comment on Fogle, McFaul wrote "No" in Russian.

AP Source: Rutgers makes Louisville's Hermann AD

A person familiar with the decision says Rutgers has hired Julie Hermann from the University of Louisville to be its new athletic director.

The person spoke on condition of anonymity because the school was still working on an official announcement.

The school did announce that it would hold a news conference at 3 p.m. EDT to name a new athletic director.

The Star-Ledger of Newark, N.J., first reported the hire.

Hermmann has been the Cardinals' senior associate athletic director and senior woman administrator. She becomes the third female athletic director at a school among the 124 playing at college football's top tier.

Rutgers has been looking for a new AD since Tim Pernetti resigned on April 5, part of the fallout from the Mike Rice scandal.

Rice, the former men's basketball coach, was fired when a video of him pushing, kicking and throwing balls at players became public.

Saudi man arrested after taking pressure cooker on flight

DETROIT (Reuters) - A Saudi Arabian man was arrested in Detroit and charged with making a false statement about why he brought a pressure cooker with him on a flight from Amsterdam, according to a criminal complaint filed on Monday.

Hussain al-Khawahir, 33, arrived at the Detroit airport on Saturday and was questioned about why he had brought a pressure cooker with him. The man's name was spelled al-Khawahir in the criminal complaint, while a spokeswoman at the U.S. attorney's office had earlier said it was al-Kwawahir.

He initially said the pressure cooker was for his nephew, a university student in Toledo, Ohio.

"The Defendant then changed his story and admitted his nephew had purchased a pressure cooker in America before but it 'was cheap' and broke after the first use," the complaint said.

Pressure cookers packed with explosive powder and shrapnel were set off at the finish line of the Boston Marathon on April 15, where they killed three people and injured 264. The bombs, left on the ground, caused gruesome injuries with more than 10 people losing limbs, either directly from the blasts or when doctors had to amputate the badly-mangled limbs.

Al-Khawahir was also charged with altering his passport because a page was torn out of the document, the complaint said.

A hearing was held on Monday in federal court in Detroit on the case but no action was taken in order to give prosecutors more time to investigate al-Khawahir, a spokeswoman for the prosecutor's office said.
